Build a random antisymmetric (skew-symmetric) matrix :math:A - A^\top.

Override any parameter with the tuple spec — topology=("antisymmetric", {...}) —
or pre-configure with get_topology("antisymmetric", ...). Scaling to a target
spectral radius happens after construction, whatever the source.
